This "Wheel of Fortune" block is listed in Barbara Brackman's Encyclopedia of Pieced Quilt Patterns as block #1299 and also can be called "Road to Fortune". It was shown in the Old Chelsea Station Needlecraft Service (OCS).
Many settings of this block are possible. By coloring the smaller or larger blades of the pinwheel to blend into background fabric or to "pop" out the look changes.

Make a quick 4-block wall quilt or pillow top to test the
pattern?

Above: By placing colors differently in a
diagonal direction the look changes a lot.
The above quilt uses this layout of the Wheel of Fortune block:

A 6 x 6 = 36 block quilt.
This color arrangement shows the pinwheel as whirling ribbons of rose and lilac.

Above: Setting the blocks on point gives a
different look.

A bold look with addition of black and white striped fabric.
